Marinate beef in lemon juice, soy sauce and garlic for at least 30 minutes.
In a saucepan, heat the oil and saute the onions until softened.
Add the marinated beef and cook until browned on all sides.
Add the tomato sauce, water and bay leaves. Stir.
Bring mixture to boil. Reduce heat to simmer, cover and cook over low heat for 1.5 hours or until beef is tender.
Add potatoes and carrots and continue to cook over low heat until fork tender.
Add the bell pepper and cook about 5 minutes before serving.
Season with salt and pepper or fish sauce.
Serve over rice.
